Rule 1 : All nonzero are significant

Rule 2 : Sandwich zeros (zeros between two nonzeros) are significant

Rule 3 : Before zeros (i.e. zeros before 1st nonzero)
- Value < 1 - Are NOT significant
- Value > 1 - Are Not Significant

Rule 4 : Trailing Zero (zeros after last nonzero)
- Value < 1 - Are significant
- Value > 1 (as long as value has no decimal component)- Are NOT significant
